This lovely idea was inspired by gardeners in Brighton.  
Herb Garden
The best herbs to plant in small area are rosemary and sage plants, which will form the foundation of the garden. And by adding one of parsley, oregano or basil you can create a visual contrast. Alternatively, you can think of a themed garden. For example, plant together lemon thyme, lemongrass and lemon basil. As far as the maintenance goes, most herbs are pretty self-sufficient so water them at least once a week, depending on the amount of rain you get in your area. Just make sure the water goes directly to the base of the plants.
Salad Garden
This is a great idea if you want to grow your own vegetables. Depending on the place, you can grow tomatoes, cucumbers, and peppers. However, if the area is rather shady and wont get more than 4-5 hours of sunlight a day, forget about the tomatoes and try lettuce, spinach or Swiss chard instead. Radishes, carrots and other root veggies also require less light and can be planted in shadier places.
Flower Garden
Personally I think gloriosa daisies and tall dahlias can be combined in a lovely arrangement. But the combinations are actually plenty. Just come up with a theme and colour scheme and you should be able to create something marvellous. Once you plant the flowers, put some bark mulch around in order to suppress the weeds and slow down the evaporation of moisture.
