I have had trouble with voles and deer for years. I have been experimenting with interplanting poisonous plants such as Helleborus, Aconitum, Narcissus, etc. in amongst plants targeted for feeding - it has been working well. I garden in an Oak/Hickory woods - it is not possible to remove the perennial layer and leaf litter the voles favor as habitat. Anything precious makes its home in clay or stone pots with drainage holes covered with wire mesh. Makes for interesting planting arrangements.
